Simply put, Peter has too much confidence for his good. The young Englishman would be the first to start listing off the great and wonderful things about himself, even making up new aspects if he thinks they sound good. The concept of failure is completely foreign to him, even though he has been far from immune to it through out his life. This denial of past misadventures allows him to assume that any time he tries something, it's going to work out and if he wants something, that he'll be able to get it. While this was a great feature to have during a job interview, this can (and has frequently) lead him into some dangerous situations, however, his continued heart beat is proof that he is capable of getting through some tough spots. It is only after repeated failure that he will start to break down. When he does, he's often really short with others and denies anythings wrong.
Nevertheless, throughout much of his young life, he didn't exactly survive by his own wit. Being significantly younger than the rest of his siblings, it often fell on them to dig their little brother out of the holes he dug himself. Specifically, Arthur, the brother closest to his age (being about 11 years older), was often the one who came to his rescue. While this originally led Peter to have a spot of hero worship for his big brother, he eventually started to have some resentment toward him, as he felt that he never got to prove himself while Arthur was around. Today, the two brothers rarely get along, which is still closer than Peter is to his three other brothers.
Appearance:
Peter is hardly what anyone would call physically imposing. While he is still growing a little, he is currently not looked up to by many. However, it isn't uncommon for someone to believe he is a little taller than he is, due to his upright posture and the fact he struts around like he's big stuff. His straw colored hair is almost always worn down, reaching down to about the middle of his ears. This slightly longer hairstyle is still inadequate in hiding his large eyebrows, a trait he has in common with most of his family. Below where his eyebrows do eventually end are a pair of deep blue eyes that seem to be constantly switching between a mischievous look and just sparkling with happiness.
The young Brit will often dress as informally as he can get away with, preferring to have as much mobility as he can. Given a chance, he prefers incorporating blue and white into his clothes and often wears hats. Knowing that his athletic build sets him apart from the less physically inclined, he often tries to wear clothing that shows that off a little.

Peter's greatest strength is probably his creativity. Even with limited resources, he often finds ways of accomplishing his goals. While rarely put to any worthwhile use, it is nevertheless one of his gifts. Going along with his right brain dominance, Peter has a knack for lying. This skill is often the result of him forgetting the truth in the process of selling the lie that his mind cooked up. However, it should be noted that his family is almost completely invulnerable to this skill. Lastly, Peter is athletically inclined and has a great sense of balance.

In contrast, Peter has a really low attention span for anything he doesn't want to do. Sitting still is essentially a Herculean effort for him and he will often squirm if he is asked to try. If given a monogamous task, his focus will wane pretty quickly. And while he is creative, he isn't particularly book smart and isn't predisposed toward memorization. While not generally selfish, he can forget about the feelings of others if exploiting them a little might give him some benefit. He runs off at the mouth when he's angry, even if the person he's yelling at out classes him physically.

This large gap made it difficult for him to ever have a close relationship with any of them. In fact, the only one that ever seemed to pay any attention to him at all was Arthur, who was the next youngest and about eleven years his senior. For the others to even notice him, he often had to pull pranks on them or do other undesirable things. Generally, it was pretty clear that none of the other Kirkland children wanted any part of a new brother that late in their lives.
On the other hand and perhaps contributing to his problem, his mother loved having a new little one. In his younger years, Peter was little more than his mother's dress up doll and was encouraged to act young so that she didn't think all her children were grown up. She always defended him when his older siblings would complain about his antics and saw him as a little angel. His father recognized early on that the boy was hardly cut out to follow in his footsteps and had a shallow relationship with him.
In school, Peter was a class clown, even after repeated exposure to what happens to class clowns. This attitude won him over quite a few passing friendships and he always felt like he was pretty popular. He barely saw Arthur as it was, so not seeing him at all was only a small leap from there. However, while Peter was fifteen, he got into a huge disagreement with his father, who had become very cold toward him. This lead Peter to contact his older brother once again and after no small amount of pleading and finessing, was able to move to America to join his sibling.
Peter got enrolled in a high school in New York, falling into his old pattern of shallow friendships. While there is no great connection between Peter and Arthur, he has shown up at the Station that Arthur works at on the occasion and the staff and other members of the force are acquainted with him. Peter recently was hired by a courier company as an intercity bicycle courier.

The air whizzed through his hair as he pedaled down the pavement. In reality, the package that was safe inside his package was probably mundane, just a boring little trinket from one rich guy to another. After all, a private delivery wasn't something the meager could fit in their budget. But in Peter's head, the situation was always more desperate.
This time, he had decided that he was taking a package of rare African medicine to a sickly man with a disease no one could identify. The one who had commissioned this job was no doubt some crack pot that no one believed in, when it truth his out of the mainstream thinking was going to cure a man who would one day revolutionize the world.
Thinking like that made every movement more important, each press of his feet had to count and every turn had to be precise. If he could shave even a minute off his time, it could be the difference between life and death. But more honestly, he thought like that because it was too boring otherwise. Sure, it was much more fun than sweeping floors or selling papers no matter what he thought. But, if every trip was an adventure, then he could be part of an epic story no one else knew about.
Peter's bicycle slid to a rest as he stopped in front of the address he had been given. His hat tilted froward as he came to a halt. Adjusting the cap properly, he walked his bicycle up to the door and gave a firm knocking to the tall wooden plank. Flipping around his pack, he took out the box, still in the same condition it had been given to him and held it out. As the door opened, he said the company slogan and wished the occupant a good day. Having no reason to stick around after being tipped, he started cycling back toward his workplace.
The return trips were never as fun. There just wasn't any extra motivation. Okay, well... he did like to make up stories for that too... but today he just couldn't come up with anything compelling enough. So, instead, he just focused on the constant clicking of the chain as he moved through the crowds.
